までに marks a time limit or deadline for doing something, meaning "by ～." The action represented by V is to be completed before the specified time. Verbs which express continuous action are not used with the "time までに" phrase.
I'll be studying until 5:00.
今月の末までに委員を決めてください。
Please elect the committee members by the end of this month.
十二時までに駅につけますか。
Can we get to the station by 12:00?
Lesson 5-1「あなたはきのう何時から何時まで仕事をしましたか。」
From what time to what time did you work yesterday?
